Sealed bids for the construction of CC2022-18 West Plant Well will be received in the office of the Purchasing and Stores Division, Emerald Coast Utilities Authority, located in the Emergency Operations & Support Addition, 9255 Sturdevant Street, Ellyson Industrial Park, Pensacola, Florida 32514, until 2:00 p.m., local time, Tuesday, May 17, 2022, at which time bids submitted will be publicly opened and read aloud in the adjacent Room 2202, Finance Conference Room. Bids received after 2:00 p.m., local time, Tuesday, May 17, 2022, will be returned unopened. A pre-bid conference will be held in the ECUA Engineering Department Conference Room, located on the 2nd floor of the Customer Service Building at 9255 Sturdevant Street, Room 205, Pensacola, Florida 32514, at 2:00 p.m., local time, on Tuesday, May 3, 2022. Attendance at the pre-bid conference is not mandatory, but attendance is strongly encouraged. The Emerald Coast Utilities Authority reserves the right to waive informalities in any bid; reject any or all proposals, in whole or in part; rebid a project, in whole or in part; and to accept a proposal that in its judgment is the lowest and best bid of a responsible bidder. In accepting a bid, ECUA may award a contract based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates that ECUA selects, with all decisions being made based upon what ECUA believes to be the best interests of its ratepayers, in the reasonable exercise of its discretion. ECUA further reserves the right to increase or decrease quantities as may be required to meet the needs of ECUA at the unit price which was bid. Sealed proposals for the Purchase of Surplus Property for a parcel fronting Becks Lake Road in Pensacola, Florida, will be received by the Emerald Coast Utilities Authority Purchasing and Stores Division, 9255 Sturdevant Street, Ellyson Industrial Park, Pensacola, FL 32514, until 2:00 P.M., local time, Thursday, April 21, 2022, at which time proposals received will be publicly opened and read aloud. This proposal calls for the purchase of a 1.3-acre parcel of real property that is located on Becks Lake Road. It is a portion of a larger parent parcel identified by current Escambia County property Appraiser’s records as Parcel ID #12-1N-31-1000-000-000. The proposal package documents to complete for submission can be found at https://ecua.fl.gov/work-with-us/surplus-property.
All proposals must be received in a sealed envelope which is clearly marked “Becks Lake Road Parcel.” Minimum bid for the Property is $16,000. All interested parties shall submit (1) a signed Purchase and Sale Agreement, (2) a completed Proposal for Purchase of ECUA Surplus Property form, and (3) a check made payable to Litvak Beasley Wilson & Ball LLP for 10% of the amount of the proposal to serve as the earnest money deposit. The Executive Director shall present the highest responsive proposal complying with the terms and conditions set forth above to the governing body of the ECUA Board. Thereafter, ECUA may either accept the highest bid or reject all bids. Method of conveyance will be by special warranty deed; all closing and transactional costs will be borne by the buyer. Buyer must furnish a legal description for the parcel as prepared by a professional surveyor no later than ten (10) days prior to closing date. Closing date to occur no later than sixty (60) days from receipt of ECUA Board approval. Pursuant to Section 270.11, Florida Statutes, ECUA is required to reserve mineral rights, unless the purchaser submits a request for their release. Proposals received after the closing time will be returned unopened. Proposals may not be withdrawn within 60 days after proposal opening.
