Bids received after 2:00 p.m., local time, Tuesday, June 7, 2022, will be returned unopened. A prebid conference will be held in the ECUA Engineering Department Conference Room, located on the 2nd floor of the Customer Service Building at 9255 Sturdevant Street, Room 205, Pensacola, Florida 32514, at.10:00 a.m., local time, on Thursday, May 26, 2022. The Emerald Coast Utilities Authority reserves the right to waive informalities in any bid; reject any or all proposals, in whole or in part; rebid a project, in whole or in part; and to accept a proposal that in its judgment is the lowest and best bid of a responsible bidder. In accepting a bid, ECUA may award a contract based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates that ECUA selects, with all decisions being made based upon what ECUA believes to be the best interests of its ratepayers, in the reasonable exercise of its discretion.
