A. Hard Copy Submittal – In a sealed envelope (or other packaging) containing Technical and Fee Proposal, provide one (1) original (so identified), one (1) paper copy, and one (1) electronic copy (USB flash drive); or
B. Electronic Submittal – One (1) electronic copy through www.bidnetdirect.com/florida/emeraldcoastutilitiesauthority;

will consist of the construction of approximately 3,500 linear feet of 6-inch and 4-inch water main to replace existing aging water main.
The Official Plans, Project Manual, and Addenda can be obtained through BidNet Direct at www.bidnetdirect.com/florida/emeraldcoastutilitiesauthority. The BidNet Direct service will also alert registrants about updates and/or addenda when tracking of this Project is selected. Each potential bidder shall be responsible for selecting tracking in BidNet Direct, as ECUA assumes no responsibility for same. Absent specific request, potential bidders will only be advised of updates and/or addenda when tracking is established by the potential bidder in BidNet Direct. ECUA advises potential bidders, suppliers, and sub- contractors to only rely on information personally obtained from BidNet Direct and not from third parties.

A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public
entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for CATEGORY TWO ($35,000) for a period of 36 months from the date of being placed on the convicted vendor list.
Bids may not be withdrawn for a period of at least 90 days from date of opening. Complete insurance coverage will be required from the successful bidder prior to signing the contract.
The Emerald Coast Utilities Authority reserves the right to waive informalities in any bid; reject any or all bids, in whole or in part, re-advertise a project, in whole or in part; and to accept a bid that in its judgment is the lowest and best bid of a responsible bidder. In accepting a bid, ECUA may award a contract based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates which ECUA selects -- with all decisions being made based upon what ECUA believes to be the best interests of its ratepayers, in the reasonable exercise of its discretion. ECUA further reserves the right to increase or decrease quantities as may be required to meet the needs of ECUA, at the unit price which was bid.
ECUA does not discriminate on the basis of race, color, national origin, sex, creed/religion, age, marital status, disability/handicapped status, veteran status, or any other legally protected status in employment or provision of service.

Hendrix Cemetery Relocation
Any remaining burials associated with an unnamed, abandoned cemetery located on privately owned land on the west side of Triumph Street are proposed to be relocated to Resthaven Cemetery for reinterment and perpetual care in February 2024. Initially documented in the early 1960s as a “forgotten” cemetery, the earliest known burial occurred in 1881 and the last known burial occurred in 1915. In 1963, six headstones were documented at the cemetery; by 1972, only three were documented; by 1983, only three partial grave markers remained; and today none remain. Although the grave markers are no longer present, eight names were recorded from headstones in the mid-20th century, including:
1. Susan Hendrix, (no dates given).
2. Harriet Hendrix, b. 1 January 1810, d. 24 April 1866
3. Nathan Hendrix, b. 27 October 1800, no death date given.
4. Jacob Hendrix, b. 28 Oct 1833, d. July 191? [sic]
5. Nannie Herrington, no dates given.
6. Thomas P. Walker, d. 20 October 1892 / Age 42
7. (Blank) Hendrix? [sic] / Died June 17, 1894 / Aged 78 years
8. (Blank) Colly? [sic] / Born Jan 27, 1898 / Died Sept 5, 1899
Due to the extensive vandalism to the cemetery in the mid-20th century no headstones or grave markers are left in place to help determine where burials are located and who they may be associated with. If burials are located using ground penetrating radar they will be disinterred, relocated, and reinterred under the guidance of a licensed funeral director.
