Escambia County, Florida is issuing a Notice of Funding Availability (NOFA) to solicit applications for programs that address the strategies outlined in Escambia Consortium, Florida HOME – American Rescue Plan. A pre-solicitation meeting will be held on Thursday, October 3, 2024, at 2pm via Teams. Attendance is not mandatory.

Specifications may be obtained by reviewing the “Escambia Consortium HOME-ARP Allocation NOFA V1.0_Final 8.20.24” document on the Escambia County Real Change site at https://myescambia.com/american-rescue-plan/real-change. For applications to be considered, they must: meet all the applicant eligibility, be an eligible activity, meet all Federal and State requirements, meet the minimum requirements, and must submit application by the stated deadline. Any application that does not meet the above requirements will not be considered. Escambia County reserves the right to reject any or all applications.

Applications will be accepted beginning 09-09-2024. The FINAL day applications will be accepted is 01-06-2025. Any application received after this date will not be considered. The Board of County Commissioners of Escambia County, Florida (the “Board”) hereby provides notice, pursuant to Section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem special assessments to be levied within both the unincorporated and incorporated areas of Escambia County, for the cost of providing street lighting, road paving and drainage, road resurfacing, disposal and recycling of solid waste, stormwater management, fire protection services, parks, recreation and amenities, water services, utilities services, sewer and lift station services, data communications services, natural resource protection, code enforcement, nuisance abatements, dredging, law enforcement and mosquito services commencing for the Fiscal Year beginning on October 1, 2025. The Board will consider the adoption of a resolution authorizing use of the uniform method of collection and compliance with Section 197.3632, Florida Statutes, at a public hearing to be held at 5:31 p.m., November 7, 2024, or as soon thereafter as possible, in the Board of County Commissioners’ Chambers, 1st Floor, 221 Palafox Place, Pensacola, Florida. The resolution will state the need for the levy and will contain a legal description of the boundaries of the real property subject to the levy. A copy of the proposed form of resolution, which contains the legal description of the real property subject to the levy, shall be available for public inspection during regular business hours in the Escambia County Management and Budget Services Office and in the Office of the Clerk of the Circuit Court and Comptroller, 221 Palafox Place, Pensacola, Florida. All interested persons are invited to attend and be heard regarding the proposed resolution.
