RE: State of Florida Department of Transportation (FDOT) Grant Application for Section 5311 funding and Federal Transit Administration (FTA) for Rural Areas.
Notice is hereby given of a public hearing, held by the Board of County Commissioners of Escambia County, Florida at 9:03 a.m. on Thursday, May 21, 2026, in the Board of County Commissioner Chambers, First Floor of the Escambia County Governmental Complex, 221 Palafox Place, Pensacola, Florida. This hearing affords an opportunity for public comment on the Mass Transit Program of Projects for which federal assistance is being requested under the Formula Program (Section 5311), as authorized by Chapter 53 of title 49, United States Code.
Please note any person who decides to appeal any decision made with respect to any matter considered at the public hearing will need a record of the proceedings of the meeting. The budget for the requested operational costs for Route 60 within this grant application is as follows:

This proposed project, including any amendments, becomes the final Proposed Project when approved by the Board of County Commissioners after receiving comments at the scheduled public hearing. In the event changes are made to the program at the public hearing, a revised Final Project will be published.

Escambia County Area Transit (ECAT) provides fixed route transportation throughout the Pensacola Urban Area. Escambia County is the Community Transportation Coordinator. Escambia County offers reduced fares for elderly and citizens with disabilities on the fixed route service at all times. No persons, families or businesses will be displaced by this project. The proposed project will not have a significant environmental impact upon the urban service area.

At the hearing, the Board of County Commissioners will afford an opportunity for interested persons or agencies to be heard with respect to the social, economic, and environmental aspects of the program of projects, and for the use of federal funds apportioned to Escambia County. Interested persons may submit, orally or in writing, evidence and/or recommendations with respect to the program.

The complete Program of Projects, and the Transportation Improvement Plan Update is available for public inspection in the Office of the Escambia County Clerk of the Courts, County Courthouse, and at the office of the Mass Transit Director, Escambia County Area Transit, 1515 West Fairfield Drive, Pensacola, Florida.
