NOTICE IS HEREBY GIVEN of the Board of County Commissioners of Escambia County, Florida, to hold a Public Hearing on Thursday, June 2, 2022, at 5:47 p.m. or as soon thereafter as possible in the Ernie Lee Magaha Government Building, Board Meeting Room, First Floor, 221 Palafox Place, Pensacola, Florida, to consider the following:

 

Approval of a permit renewal for an existing concrete/asphalt recycling and/or processing facility, located at 13009 Beulah Rd., Pensacola, FL, owned by Escambia County.

 

The purpose of the hearing is to review and approve, modify, or deny the renewal of a permit for an existing concrete/asphalt recycling facility to operate.

 

All interested parties may appear at the public hearings and be heard regarding the proposed facility.

 

The Board of County Commissioners does not make verbatim transcripts of its meetings; any person who wishes to appeal (to Circuit Court) any matter considered at such meetings or hearing will need to independently ensure preparation of a verbatim transcript of the proceeding that includes the testimony and evidence upon which the appeal will be based.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Pensacola Habitat for Humanity.

 

REQUEST FOR RELEASE OF FUNDS:
On or about June 03, 2022, Escambia County will authorize Pensacola Habitat for Humanity/Habitat for Humanity International to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of federal Self Help Opportunity Program (SHOP) Funds in accordance with the Housing Opportunity Program Extension Act of 1996, Section 11, as amended, to undertake a project known as the New Construction of 1130 and 1140 Decatur Ave in the estimated amount of $50,000 in SHOP funds. The project will provide funding for land acquisition, development, and new construction for three single family residences on vacant infill sites at 1130 and 1140 Decatur Ave. in Escambia County, Florida. The total estimated development costs for the project are $480,500.

 

FINDING OF NO SIGNIFICANT IMPACT:
Escambia County has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Escambia County Department of Natural Resources Management, 221 Palafox Place, Pensacola, FL 32502, and may be examined or copied weekdays from 8:00 AM to 5 PM. Please contact department at 850-595-0015 to set up appointment for review.

 

PUBLIC COMMENTS:
Any individual, group, or agency may submit written comments on the ERR to Ryan Kirby, Escambia County Department of Natural Resources Management, 221 Palafox Place, Pensacola, FL 32502. All comments received by June 03, 2022 will be considered by the County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

 

RELEASE OF FUNDS:
Escambia County is certifying to HUD that Escambia County and Wesley J. Moreno in his official capacity as County Administrator consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Pensacola Habitat for Humanity to use Program funds.

 

OBJECTIONS TO THE RELEASE OF FUNDS:
HUD will accept objections to its approval of the release of funds for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer of Escambia County; (b) that Escambia County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76), and shall be addressed to HUD at the following address: Kenneth M.
