The Emerald Coast Utilities Authority reserves the right to waive informalities in any bid; reject any or all bids, in whole or in part, re-advertise a project, in whole or in part; and to accept a bid that in its judgment is the lowest and best bid of a responsible bidder. In accepting a bid, ECUA may award a contract based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates which ECUA selects -- with all decisions being made based upon what ECUA believes to be the best interests of its ratepayers, in the reasonable exercise of its discretion. ECUA further reserves the right to increase or decrease quantities as may be required to meet the needs of ECUA, at the unit price which was bid.

Hendrix Cemetery Relocation

 

Any remaining burials associated with an unnamed, abandoned cemetery located on privately owned land on the west side of Triumph Street are proposed to be relocated to Resthaven Cemetery for reinterment and perpetual care in February 2024. Initially documented in the early 1960s as a “forgotten” cemetery, the earliest known burial occurred in 1881 and the last known burial occurred in 1915. In 1963, six headstones were documented at the cemetery; by 1972, only three were documented; by 1983, only three partial grave markers remained; and today none remain. Although the grave markers are no longer present, eight names were recorded from headstones in the mid-20th century, including:   
 
1. Susan Hendrix, (no dates given).

 

2. Harriet Hendrix, b. 1 January 1810, d. 24 April 1866

 

3. Nathan Hendrix, b. 27 October 1800, no death date given.

 

4. Jacob Hendrix, b. 28 Oct 1833, d. July 191? [sic]

 

5. Nannie Herrington, no dates given.

 

6. Thomas P. Walker, d. 20 October 1892 / Age 42

 

7. (Blank) Hendrix? [sic] / Died June 17, 1894 / Aged 78 years

Due to the extensive vandalism to the cemetery in the mid-20th century no headstones or grave markers are left in place to help determine where burials are located and who they may be associated with.
